Harm Reduction in Digital Literacy
No perfect tools exist. Any digital literacy pedagogy that ignores this sets people up for failure.
Harm reduction, borrowed from public health, starts from a different premise than abstinence-only approaches: people will use the tools available to them, imperfect ones included, and the goal is to minimize harm in the real world rather than enforce an ideal that most people won't sustain. Applied to digital literacy, it means teaching people to make better choices in the conditions they actually face — not the conditions we wish they faced.
Why Perfection Is the Wrong Standard
The demand for perfect privacy or perfect security backfires in practice. When people feel that anything short of running their own server and using only audited open-source tools makes them a failure, they don't try harder — they give up entirely. This is privacy fatigue: the exhaustion that comes from feeling like the bar is always too high.
The result is often worse digital hygiene, not better. Someone who learns that WhatsApp isn't ideal but switches to Signal for sensitive conversations is in a meaningfully better position than someone who learned that all messaging apps are compromised and decided nothing matters.
Incremental improvement is real improvement.
What Harm Reduction Looks Like in Practice
Acknowledge the tradeoffs honestly. Every tool involves tradeoffs. CryptPad is more private than Google Docs and also has fewer features and less support. Signal is more secure than SMS and also requires everyone you're messaging to use it. Naming these tradeoffs builds trust and gives people realistic expectations.
Start where people are. Meeting people at their current tools and habits — rather than demanding they abandon everything at once — creates more durable change. A community that moves 30% of its sensitive coordination to better tools this year and another 30% next year is making real progress.
Celebrate movement in the right direction. Progress toward Digital Self-determination is cumulative. Each person who switches one habit, learns one concept, or makes one more intentional tool choice contributes to a community that's collectively more capable over time.
Build in recovery, not just prevention. People will make mistakes — share something in the wrong channel, use a weak password, click a link they shouldn't have. Harm reduction anticipates this and focuses on minimizing the consequences and learning from the incident, rather than treating it as a disqualifying failure.
The Sustainability Problem
Digital sovereignty work burns people out when it's framed as a permanent state of vigilance. The threat landscape is real, but humans aren't designed to sustain constant high alert. Communities that treat every tool choice as a moral emergency tend to exhaust their most committed members and alienate everyone else.
Sustainable practice looks more like:
- Clear, agreed-upon norms that most people can follow without constant thought
- A small group of people who maintain deeper attention and sound the alarm when something changes
- Regular check-ins that are routine, not crisis-driven
- Shared responsibility distributed across the community rather than concentrated in one or two exhausted people
